UPDATE - Installation Stopped for any downloads after factory reset

So recently I've been having issues with installing Assassin's Creed IV: Black Flag. here's the post for that:

Installation Stopped - Disc damaged or dirty error - October 2017 after update

Today I decided that I would try to wipe everything. So, I factory reset my Xbox One S with no games and apps spared. I thought this would help. I was so very wrong.

Now nothing will install. Every time it says that "Installation has Stopped". Even the Store app cannot install!

What is going on here!? My Xbox is no longer playable! I can no longer play any games because they are not on the system and they will not download.

Help!!!

EDIT: I've tried all troubleshooting that I have been able to find on the net. No dice.

Can't download digital games anymore

I can't download any digital games or updates anymore after the latest system update. Every download ends in "installation stopped" immediately after hitting download. I've cleared local save data, reset the console, unplugged it, I have plenty of storage
left. It only started after this newest update.

 

Xbox one s issues after repair

Factory reset the console for the 4th time tried to copy Hellblade from the external to the internal, It did nothing. Unplugged the drive and started to download Hellblade did 2GB and got installation stopped error the system then stopped responding completely.
The console now only powers on and nothing else.

Found a similar fix!!!

1) uninstall Blu-ray app

2) when you get the installation stopped error go to the game in the xbox store. A button should say "install" in the xbox store

3) remove your disc and immediately click the install button in the xbox store. This will download the game instead of installation it from the disc.

Takes much longer but worked for me.
