If the charge came from an unknown microsoft account that isnt yours then youd want to reach out to your bank and report it as fraud.

Microsoft would only be able to help you directly if the charge occurred on your own Microsoft account.

If you have not shared your bank details with anyone then you should go to your financial entity and dispute the charge to block it as well.
