Unable to use or sign into the Xbox App - ERROR CODE 0x8009030D

I've been unable to properly use the Xbox App for nearly a year because I can't sign in, it refuses to even let me select accounts and I've tried every method I can find online including ones from other Microsoft support threads and it is eternally frustrating as im not looking to buy a new computer in the near future.

I've tried the following,

Rest the Windows Store with wsreset and resetting/reinstalling the Xbox app



Made sure that Xbox Live Networking Service, Xbox Live Auth Manager, and Xbox Accessory Management Service aren't stopped in the services panel of windows (they're all set into automatic), and also restarting them



Changing emails or accounts (swapping my email or trying to log into a newly created Xbox Live account throws the same error)



Made sure it's not an account or internet issue (I can log into my account on my laptop on the same network, just not my main PC)



Turning off any firewalls or antivirus programs



Made sure my computer is up to date on any Windows Updates and that the date/time is correct

Clean boot and test the app. Press Windows Key + R > Type msconfig > Select Services > Check the box Hide all Microsoft Services > Select Deactivate All

Among looking at countless youtube videos on the matter spending endless hours on the subject only for absolutely nothing to work, with all other threads touching the subject are locked and unable for communication it is embarrassing there hasn't been any meaningful fix or warning about this Error Code

And on top of that Xbox Support DOES NOT have this Error Code LISTED at ALL

Please find the cause of this issue soon it is extremely frustrating
