unable to use deposited rewards credits in my microsoft account

I have $15.25 in my Microsoft account from Reward Credits expiring on 11/24/2016. I tried to use them by renting a movie but the expiring balance was not used.

I contacted support and they said the rental wasn't a qualified purchase to used the credit.

What or where can I find a list of qualified purchases?

Here is what the support agent from Accounts and Billing said via chat:

"Upon checking my resources, there are some applications or movies that can only be purchased using the promotional balance and the Star Trek movie that you purchase is using the standard credit balance on your account"

Unfortunately, once Credits are deposited into your account, our knowledge is limited. While promotional Credits like Xbox Live Rewards deposits used to have a priority and be used first, it is possible that there may have been a recent policy change. You
may wish to reach out to Accounts and Billing again for more clarification on this issue, as they are more up to date with any recent changes in purchasing that has affected this policy, and are closer to this question. Our knowledge base is with Xbox Live
Rewards, so we cannot assist with any problems with purchasing. Apologies for the confusion.

If you have changed your Czech Microsoft Account region to match your Rewards Account region, you will be a part of the upcoming end of month deposit. Recent data policy changes have resulted in us being unable to currently see your Microsoft Account region.
Furthermore, as stated in the FAQ for Vault Credits, we recommend not selecting Vault Credits as an option if you are currently experiencing a deposit issue. However, also as stated in the FAQ, your Credits will be converted to Microsoft Rewards Points if
we are unable to deposit at the time of the final transition:

If Xbox Live Rewards is unable to deposit into your account for some reason, as long as you have not opted out to make the transition to Microsoft Rewards, any undeposited Xbox Live Rewards Credits and unredeemed MyVIP Gems will be automatically converted
to Microsoft Rewards points and be added to your Microsoft Rewards account to redeem for whatever you choose from the Microsoft Rewards catalog. See the next question for when to expect your Rewards Credits and MyVIP Gems if you have opted-out of making the
transition to Microsoft Rewards.

Since this issue only affects your Xbox Live Rewards account, and Microsoft Rewards does not do deposits in the same way, it will not affect your Microsoft Rewards account.

is unable to deposit into your account for some reason, as long as you have not opted out to make the transition to Microsoft Rewards, any undeposited Xbox Live Rewards Credits and unredeemed MyVIP Gems will be automatically converted to Microsoft Rewards
points and be added to your Microsoft Rewards account to redeem for whatever you choose from the Microsoft Rewards catalog.

We see that due to an issue with your Microsoft Account having multiple payment accounts, our deposit process could not determine a proper Microsoft Payment Account, and was unable to complete a deposit. The Xbox Live Rewards program is only allowed to
attempt transactions with Microsoft Payment Accounts, which means it cannot interact with other types of payment accounts like a PayPal or Credit Card. If Xbox Live Rewards is unable to deposit into your account for some reason, as long as you have not opted
out to make the transition to Microsoft Rewards, any undeposited Xbox Live Rewards Credits and unredeemed MyVIP Gems will be automatically converted to Microsoft Rewards points and be added to your Microsoft Rewards account to redeem for whatever you choose

Hello Rise Lara Crft,

Your account does not have a Microsoft payable account to deposit into, so the deposit is failing. We cannot deposit Rewards Credits into a non-Microsoft billable account (like Credit Cards). If you wish to receive your deposit,
you must create a Microsoft payable account for us to deposit Rewards Credits into. We can no longer transfer Credits between different gamertags. Apologies for the inconvenience.
