Unable to upload xbox game bar clips from windows

I did 1&3 which doesn't seem to of did anything.

2 I looked but when I followed the path I didn't see game dvr. I haven't tried.

4 because I can record fine and get the mp4 from the recording just not uploaded it to xbox live to share in a chat like I would on my console because the copy link button isn't there not sure why.

I tried what you said be still no copy link i also reinstalled game bar can the resolution cause any problems? It's running every game at 4k if that affects it. Also can the location of the capture folder mess with it it's currently on a different local disk
