unable to unmute or or unblock one friend

About 6 months ago I blocked a user on my xbox. Last night I attempted to unblock this person user name cooterl00ter24 No matter how many times I requested him as a friend or attempted to unblock him the xbox would default him back to a blocked status after
navigating from one game to another. I called this friend and we tried to figure it out together after 2 hours we had no success. I asked him if he had me blocked and he said no, i even added him as a favorite friend. He shows up as a friend but his gamer
card would still default back to blocked no matter how many times I unblocked him. I was able to add him to my party but then I could only hear him on the headset periodically. From the party I attemped to add or join his game and an error would show saying
there is a blocked user in the party unable to join. I contacted xbox live cutomer service with my issue and we went through every type of network solution. We even went through all of the ports and opened up my Nat type from moderate to open. We changed the
server a few times and my problem persisted. We power cycled my router and that did not help. We ran tests for the network and no issues were present. Nothing we did would help the issue. The representative said my account looked like it was in good standing
so she advised me to contact the forum and tell you it has nothing to do with the network. She said a few incidents similar to mine occured but nothing big enough to create a big issue and search for a solution. I also had 0% interference on my network 28
mbps download and 5 mbps upload. I am only having this issue with one of my friends on xbox all of my other friends are good.
