Unable to share Minecraft add-ons across profiles on same console

I recently purchased an Xbox One S Minecraft Favorites Bundle, it came with download codes for Minecraft as well as the Favorites Pack and the Builders Pack. I redeemed all three codes and downloaded onto my console using my profile. My children also have
profiles on the console, and they're able to open the Minecraft game in their profiles, but can't access the texture packs that came in the DLC. That makes no sense to me, my understanding was that if this is my "Home Xbox" I can share DLC across all the profiles
on it.

I contacted Microsoft Support and they told me that some DLC is not shareable, and Mojang had decided not to make Minecraft texture packs shareable. But I can't find anything about that on the Microsoft store, or in the materials that came with the console.
They basically told me there's nothing they can do because I redeemed a code to get the content, so I feel like I got robbed of the bundled content which I purchased for my kids, but they can't access now (I don't want to let them use my profile because of
age restrictions).

Any suggestions?

Family memberships, multiple accounts?

to add what Smwutches said this only applies to the One console. the 360 needs each account to have gold the One shares it across other accounts on the same console

A lot of DLC is only available to the specific account that purchased / redeemed it. I dont know anyway around this honestly.

 

That may be the case, but if so it's not communicated anywhere on the Microsoft Store, as far as I can tell. There's nothing different about the listing for the Minecraft game itself (which can be shared) vs the texture packs (which can't). And the
Xbox Support webpage about setting a "Home Xbox" (My Home Xbox Setting on Xbox One | Share Your Xbox One) says "The My home Xbox setting allows you to do the following: Share
games and downloadable content purchased from Microsoft Store with anyone else who signs in on your console."

And if I go to my kid's profile and go to the texture pack in the store, it says "This product is installed. You can use this product for now or buy it to own forever." That would imply that it's shareable, right? Something is screwy here, and I feel like
this is pretty deceptive on Microsoft's part, because as far as I can tell there is
no way to know in advance that these things aren't shareable.

This is intended behavior, it's designed this way so that users can take the DLC they own and play it on all different versions of Minecraft from Xbox One, Windows 10, VR and Pocket Editions of the game. So while the game can be shared on the home console,
the DLC will not be able to be shared. This is similar to how games like Call of Duty operate, where a player can pay to unlock a weapon camo, but only the player who has paid for the unlock can use it. We're passing along the article you've referenced as
