Unable to save changes when setting account as my home xbox

Been game sharing with a friend for years and have set his account as my home Xbox several times throughout those years from doing factory resets or getting a new Xbox.

Had to factory reset my Xbox a few weeks ago and now when I go to set his account as my home Xbox I keep getting this message.

I was able to set my own account as my home Xbox and he was able to then reset my account as the home Xbox on his end with no issues. When he tries to set his account as the home Xbox on his end he is also getting this message and nothing we've tried has allowed either of us to set his account even though he still has 4 switches left on his account

If the issue happens to any device that you try to set as home Xbox with his account, then it's clearly an account issue. Please be informed as well that home Xbox is only intended to be shared within your household. Sharing it outside your household may be violative to the Microsoft's ToS.

Kindly ask your friend to contact Xbox Support for further assistance.

Home Xbox One console has hit the limit for the number of accounts that have set your console as their Home. In order to set your console as your Home console you would need to have some other account(s) remove that console as their Home.

If your account is set as the home, then you should still be able to play your games offline.

Try going into the Settings > Network > Go offline, then load up a game.

just to add, if it's not your set as your home xbox currently you will be unable to set it as such until the services are back up.

Unfortunately ... I was trying to make my Xbox home but I get a message that I can not save changes because of the service note that I have 5 chances to change

Already power cycled doesnt do anything. every time i try to make my account my home xbox it tells me its unable to save any changes at this time though its been 2 weeks
