Unable to re-download COD Ghosts DLC

I've been trying (unsuccessfully) to redownload dlc content for Ghosts for a while now, and I cannot for the life of me figure out why it isn't working. This is on an Xbox One, so the legacy content could be part of the issue, but I've done the same thing for Black Ops 2 with no issues. Whenever I attempt to download the Nemesis pack, it gives me the normal menu, but when I hit confirm purchase to redownload it, it gives me the Xbox One Download notification, but doesn't initiate any download. I even went to find the pack on the store and downloaded it, but it won't apply. Storage isn't an issue, nor should connection be.

In your games list, focus on a game, press the Menu button  on your controller, select Manage game and add-ons, select the game box in the upper right corner of the screen, then choose Manage installation on [drive name]. This will show a list of items including the base game and any available add-ons or game features. Select the checkbox for each item you want to install (or uncheck to uninstall), and then select Save changes.

I have looked on there and the funny thing is it only shows a couple of dlc's from im presuming COD Ghosts by looking at the date, yet ive owned all the CODs with season passes, the games i'm trying to download are GOW which i own dlc still and rainbow six
1/2 which the dlc is available to download and im sure ive purchased dlc for other games i've owned.

Hi YummyButtFruits! I understand you are having trouble with downloading your old DLC packs onto a new hard drive. One of the the suggestions I was told in the past was to check up to see if they are in your past download history.

Here are the steps.

1. Maneuver over to your settings tab on your Xbox LIVE dashboard.

2. Click on "Account" and move down to "Download History" and click on that as well.

3. Check to see if you have your past downloads all in this area. If you do, then we now know they are still available to get.

4. Click your "B" button on your controller and move down to "Licence Transfer" and follow the on-screen instructions.

If this does not work, please report in this thread for further assistance.

You're positive it's not in your download history? Did you scroll down further? (Dashboard, Settings Tab, Account Management, Download History)

Also, go to your storage (Dashboard, Settings Tab, Storage, Storage Device, Games, CoD: Ghosts) and see if it's there. It may be corrupted, in which case, delete the corrupted file and navigate to the CoD: Ghosts add-ons screen to re-download the map.

im gobsmacked,ghosts a meant to be the best cod everrrrrrrrrrr!!!!!!,well my thoughts go to LP3 and what a abysmal thing that was,but DS1 and DS2 were good cant deny that,baffled now so ghosts was just a money maker?for this next instalment?,so the last
dlc will land for ghosts and new cod will arrive?

Or will the new cod land befor even ghost dlc is finished?wow very suspisious of all this.
