Unable to Play Resident Evil Operation Raccoon City Eco Six Expansion Pack 1/2

Hi Xbox Forum,

I've downloaded the Eco Six Expansion Pack (1 and 2) for Resident Evil Operation Raccoon City and have not been able to play it. I've tried the steps listed to help resolve the issue (re-download, clear cache 3x and restart xbox) but it still isn't working.
Can anyone help me out? Thanks!

Is the problem to do with the files themselves or not being able to access them in game?

Over on the Capcom support forums some said "Go to Campaign, then select Freeplay there you can choose between the USS and Spec Ops missions. You have to start on the second mission to play through ES campaign like the USS campaign."
