Unable to launch certain games more than once on Game Pass

I am running Windows 10, and Windows Update says that I am up to date. I signed up for Game Pass 2 days ago. The game I am trying to play through Game Pass is Hardspace: Shipbreaker. It installs fine. After installation the game launches and plays fine. After closing the game, if I try to launch it again I get error code 0x80070002. If I uninstall and reinstall the game, it will run exactly once and then throw the same error again. I have tried many troubleshooting options with no solution. A couple other games I have tested seem to run okay.

Things I have tried:

Reinstalling gaming services

Installing the game to a different drive

Doing reset/repair on both the Xbox app and Microsoft Store

Removing and reinstalling both the Xbox app and Microsoft Store

Running troubleshooting wizards on Windows Update and my network adapters

Ensuring my date and time are correct

Doing a system recovery from a restore point

Numerous registry edits (all restored from backup)

Using the Media Creation Tool to repair Windows (while keeping my files in tact)

I'm trying to avoid doing a fresh install of Windows for obvious reasons, but I'm not sure what else to try. Does this sound like something I need to fix or is it an issue with an update to the Xbox app? I only ask because I can find reports of issues similar to mine on Reddit and they all seem to say that the problems started recently.

If that doesn't work deactivate any antivirus and firewall that you are using and reinstall the game

Wow. I neglected to put SFC in my list up there but I did run it during my own troubleshooting, and it found no errors. This time however, it found and repaired some files. I restarted my PC and reinstalled the game, and now I have successfully opened and closed it multiple times!

For anyone else with this issue, I am not running any antivirus besides Windows Defender, so that was not what fixed my issue.

Thank you for taking the time to post this on the Xbox Forums. We understand that you are currently experiencing difficulties with being able get past a certain point in your game due to cloud syncing issues.

This message will typically occur whenever you make certain progress in your game on another console, and you are unable to sync your save data due to not closing the game correctly, or experiencing intermittent connection issues.

Did you recently play this game on another console? If this is the case, you would have to go over to that other console and launch the game, and properly quit it after the data sync.

This should allow you to launch your game once more on your console with no further problems.
