Unable to install GTA V Brand new disc offline or online 0x87e00064 always stops at 4%

I Have tried installing online / offline with the exact same results, i bought the game at Target.

I have done hard resets of the console / router. Disconnected all networking but the games doesnt get past the 4% installation stopped

"Your disc might be dirty or damaed. Try cleaning it, or choose a different disc. (0x87e00064)[View::550:0]

GTA V Installation Stopped - Error Code 0x87e00064

I bought a certified used xbox one from my local video game shop, I got home, and went to install GTA V... Every minute or so, the install stops, and I get the error code 0x87e00064 and I am told to clean the disc and put it back in. I do that, but it keeps
happening. The install got to 4%, then it seemed to stop...

 

Install issues for Gta 5 0x87e00064

I've borrowed Gta 5 from a mate that always installs to 40% then stops with the error code 0x87e00064. I've tried reinstalling, installing offline, installing something else, deleting-powercycling-installing off/online and even cleaning the disc but every
time it's 40%. Looked online and there doesn't seem to be a fix beyond getting the disc changed but that's not really an option and it works on his machine fine. Only time I've had this problem. Any suggestions?

 

Eject the disk, then tilt your xbox at a 45 degree angle then insert it and keep it at the 45 degree angle for about a minute. See if that works if it don't then you'll probably need to send in your xbox for repairs because lately alot of people have been
havin problems with xbox ones faulty dvd drives even my dvd drive is faulty and I might have to send it in soon.
