Unable to finish multiplayer tests

Both mine and my brother's Xbox One's have stopped connecting to Xbox Live. A network test says it's connected, and I can see friends online and what they're playing, but cannot play any online games. When I do a multiplayer connection test it says that
it's unable to finish multiplayer tests. It's a wired connection but it's the same issue connected wireless. My NAT type is open, and I can connect to the internet fine on my PC, it's just Xbox Live we're having issues with. It's been like this for around
4-5 days now. List of things I've tried so far:

Hard resetting Xbox

Resetting modem

Clearing MAC address

Setting manual DNS to 1.1.1.1 and 1.0.0.1

Factory resetting modem

Port forwarding

You have a problem with Internet connection or you do not have Open NAT. I personally bind to the second option.

Hi,

Have you tried to change your DNS settings to 8.8.8.8 and 8.8.4.4 maybe that will help

After doing the factory reset, I am still getting the same error message.

I'm connected to the network, have Open NAT, but testing multiplayer connection still leads to the message:

"Unable to finish multiplayer tests

Back up and try the test again. If it still does not work, there may be a problem with your network. (0x0000000000000000)"

Now, on top of that, I can't add my account back to my Xbox.

When I press Guide Button > Sign In > Add New, it makes a loading wheel for about 3 minutes and then goes back to the Guide Sign-In screen with "+ Add new" option as if I never pressed the "+ Add new" at all.

This seems like negative progress which is what I was worried about, and now can't play any games at all.

I'm stressing out over this and I can't deal with it tonight, I hope I get some answers by tomorrow evening.
