Unable to download games all of a sudden

Hi, I'll try and provide a breakdown of what's going on:

Backstory:

I built my PC 2.5 years ago. Since then I have been able to play any and all PC games no matter from which app (Xbox/steam/epic etc). All games worked fine with no issues.

Problem:

2 days ago I tried to load a PC GamePass game (Football Manager 2023). I was notified that there was an update, I clicked update. Nothing happened after this. The game stayed in the downloads section of the xbox app saying "Updating" but the progress bar never changed. I closed it down and left it for a day. Yesterday I started my PC and loaded the xbox app to see that Halo Infinite also requires an update. The same issue happens with this. I go to reddit and microsoft forums to find a solution:

Steps already tried:

- Checked if PC and all apps are up to date = They are

- Went to setting of Xbox app - clicked "Terminate", "Repair" and then "Reset"

- Enabled xbox services in Task Manager

- Changed region of PC from UK to USA

- Ran SFC scan which stated it resolved errors but did not resolve issue

- Launch powershell as an administrator and enter “get-appxpackage Microsoft.GamingServices | remove-AppxPackage -allusers”

In the same powershell window, enter “start ms-windows-store://pdp/?productid=9MWPM2CQNLHN”

- Opened "Run" and ran "WSReset.exe"

- Reset Windows on my PC (Deleting all apps and only keeping personal files)

- Formatted SSD that had games installed on

The issue still persists. I have tried contacting Microsoft support and was told that I done all the steps they would try and to request a call. I've tried requesting a call and it says "Sorry, something went wrong while processing the request. I am not able to help you at the moment, please check back later. I am at a complete loss on what to do here. ANY help is greatly appreciated
