File a complaint, block communications, That's about all you can do, gamertag changes cost 800 points as you know and are only forced in certain circumstances which I don't believe are applicable in your case.

Bhutankam Pema is one of the many helpful Xbox Ambassadors on our support forums. If you cannot open a certain app, which you mentioned you were unable to load the Friends app in your second post, Bhutankam Pema's steps are valid.

If there is a certain player you wish to report, you can always search their gamertag in the Friends app and report or block the player when viewing their profile.

Have blocked the player so unable to file complaint via xbox, any other ways ?

THANK YOU! You’re right, my name still appears under his “You + 62”, but after deleting the message, the DoS attacks stopped and I can resume playing.

I have done that, and he has trouble when the VPN is applied, but the real issue I want resolved is why he is able to have me on his list when he is blocked, and when a one-by-one count of his friends doesn’t indicate me on his list.
