Unable to appeal ban

I believe my account was banned but I'm not quite sure on it. I've been battling this for about 2 years but every time I've reached out to Microsoft it's gone no where due to their poor internal communication between teams and lack of actual support contacts. In short I want to play minecraft but my account was migrated to my hotmail email address and now when ever I try to sign in it says Im banned on xbox and cant.

I've attempted to go through the appeal process with XBox but I can't do that since there is no enforcement listed under the enforcement history page.

On the enforcement history page it does share the same information as when I try to sign into xbox services on my computer and displays a Banned User information where the username generally is and a single hyperlink to the Enforcement history page. I'm unable to go through and communicate with the support folks from this account as well which "Phone calls and chats aren't available for this issue" and asking their virtual support assistant is not available to banned accounts. (This was done using the Family & Online safety tag, the I have received a ban or suspension issue and the issue as 'cant appeal ban').
With all of that being said I've been able to reach out to Xbox Support folks a few times via round about ways using my other xbox account however they have not been helpful what so ever, most recently one of them had told me to reach out the folks at minecraft.net help and they told me that it isn't their issue and that has to be resolved via Xbox support.
With this information being said does anybody know how I can reach out to the Xbox Support folks to find out if my account is supposed to be banned, why its banned, and why/how I can appeal said ban on my account?

I reached out to the Xbox support folks and they said

"Thank you for your patience while I looked into this for you. After checking, I can confirm that there are no enforcement actions on your account. The error you’re seeing is due to multiple invalid password attempts, which have temporarily blocked sign-in attempts for your account."

Later on in the chat they said

"After thoroughly reviewing your account, I can confirm that there is an enforcement action in place. However, since the Enforcement team operates separately from our department, I unfortunately don’t have access to their data or processes, which is why I can’t provide further details at this time. For more information, I recommend visiting the Xbox Enforcement website: https://enforcement.xbox.com"

I responded with

"Im unable to contact them directly via the enforcements page, could you pass the ticket along to them so that one of their team members is able to take a look at this issue?"

as to which they responded

"I completely understand, Riley, and I truly appreciate your patience. Unfortunately, the Xbox Enforcement team operates offline, meaning they can only be accessed through the Xbox Enforcement website and by submitting a report."

So I think I'm just getting told I'm out of luck and unable to do or know anything about this. The support team member was great at least but it was outside of his scope and since I can't speak to the team I need to I'm gotta give up. I love microsoft so much.....

If it says it's banned on the enforcement site, then the account is banned. You would have had to submit an appeal at the time the ban was first issued to contact the enforcement team. They will not review a ban over 12 months old so that would no longer be possible.

There is an appeal button but I am unable to click on it. It is a communications ban that lasts 72 hours and should allow an appeal but the button itself is green but cant be clicked. Any ideas, Mr. Jesse?

You can't appeal the ban, no. As it states, you can only appeal a ban that is from within the past year,

Technically, you should be able to log in with a different account...I say technically as a lot of people have issues with being unable to change sign-in credentials for the game

You are unable to appeal device bans. Xbox do not take device bans lightly so it has to be bad enough for them to take that action. There is no way to know the exact details.
