I think it’s actually the publisher who is in charge of approving/authorizing the usage of their games, not the developer.

yes it's a credit card, if you're approved for it and you charge things to it, you are expected to pay for them

Fyi any company will suspend your account if you charge back if you weren't approved

Regardless of reasons

You need the billing companies approval

You really should read your card agreement
