two purchases not showing up on MyVIP rewards

Rebates are calculated after the end of the month and given by the 15th of the next month. So it's too early to see credits pending for November purchases.

Since those two purchases were enough to complete the offer, only those two purchases went towards Pandemic Rewards. Any purchases after that completion would go towards MyVIP.

We see that you have been registered into the program since July. Since you have not made any purchases since then, your MyVIP progress has not gone up. MyVIP progress/Credits are not based on Gamerscore in any way. You can earn Xbox Live Rewards Credit
in two ways:

1. By finishing the offers located on the MyMissions page at
https://rewards.xbox.com/mymissions/ .

-or-

2. For non-offer purchases, you can earn Credits by earning a one star MyVIP level through purchasing at least $300 USD or regional equivalent of eligible content. After you receive your first star you will begin to earn a percentage of your eligible purchases
back as MyVIP payback Rewards Credit. Pre-orders, in-game consumables, and subscriptions are not eligible for MyVIP.

What content can I earn a % back on purchases for?

Normally, most purchases for Xbox 360 and Xbox One from the Xbox Store qualify towards your MyVIP Star Rank and % back on purchases, including full Games on Demand titles (excluding game pre-orders), arcade games, indie games, game add-ons, game Season Passes,
movies, TV shows, TV seasons, themes and avatar items. In-game consumables, Xbox Live Gold memberships, subscriptions like EA Access and Xbox Game Pass, Groove Music Passes, Microsoft Movies & TV Season Passes, and the purchase or redemption of Microsoft Points
or Xbox Gift Cards, still do not qualify.

Since this purchase was a consumable, it would not be eligible for MyVIP payback. Also from the FAQ:

When will my MyVIP Rewards Credits be deposited into my Microsoft account?

The total Rewards earned will be calculated at the end of each month. Typically you'll receive your MyVIP earnings in your account by the 15th of the following month, though this is subject to the program's current deposit
terms. Be sure to keep an eye on MyStatement on the
MyRewards page to track your progress and watch your Rewards Credits total grow!

So it would not have been possible for Credits to show up "within a few days", even if this purchase had been MyVIP eligible. Also:

So it would not be possible to get Credits for both this purchase from MyVIP and an offer, if this purchase had been eligible for MyVIP.

We see that the Credits for your FREEdom Rewards completion are currently pending in your account.

Since you only became a member on September 9th, we can only Reward your activity since that date. You can earn Xbox Live Rewards Credit in two ways:
