Two accounts

Could you explain further please? Am I correct in thinking you want to have two accounts, one on Windows 8 and one on your Xbox console?

I'm not aware off the top of my head of any service that allows you to transfer digital purchases between accounts. They probably exist, but I'm not aware of any. If one account gets deleted you lose whatever is attached to that account.

But like mentioned you can not merge multiple xbox live accounts into one.

Here are the troubleshooting steps to perform on the Xbox:

Kindly make sure your privacy settings allow communication. Go to Settings > Account > Privacy & online safety > Xbox privacy. Select View details & customize > Communication & multiplayer and make sure the options for communication are set to "Allow" or "Everybody".

And then check NAT Type, Your NAT type can affect your ability to communicate in party chat. Go to Settings > General > Network settings and check your NAT type. If it's not set to "Open," you might need to open the necessary ports on your router.

Next is to do the power cycle by turning off your Xbox by holding the power button for 10 seconds, then unplug it for a few minutes. Plug it back in and turn it on.

Then clear MAC Address. Go to Settings > General > Network settings > Advanced settings > Alternate MAC address and select "Clear." This will restart your console.

It is important as well to check microphone and headset. Make sure that your microphone and headset are properly connected and not muted.

If the issue persist, kindly use a different headset.
