Turn on Do Not Disturb on PC

You don't need to use an Xbox console if you want to disable notification or use Do Not Disturb for the Xbox game bar

is your profile set to Do Not Disturb?

Make sure you are not on do not disturb, go to dashboard, your player icon, my profile, do not disturb then switch to offline/online

These are the so-called barcode accounts. They are there only to spam and cause a headache for others. You should definitely report them and maybe even turn off notifications for a while or go to do not disturb mode.
