Trying to change which drive my games download to

Thanks, that's odd.
Please let's try this:

A.
Go to windows settings > apps > search for gaming services app > click on it and select advanced options.

After that, click repair and then reset

Then do the same for the Xbox app:

Go to windows settings > apps > search for Xbox app > click on it and select advanced options.

After that, click repair and then reset
Finally go back to Windows settings > ... > Under apps select C: drive temporarily
Restart the PC, now select the desired drive one more time , open the Xbox app and check

If that doesn't work Reinstall Gaming Services using powershell command

Press Windows key + X and then select Windows PowerShell (Admin).

Type or copy / past the following command and press Enter:

Get-AppxPackage *gamingservices* -allusers | remove-appxpackage -allusers

Restart the PC and Open the Xbox application.

A blue notification with the following message is going to appear at the bottom:
"This app needs an extra component. Gaming Services is needed for playing some games. Administrator approval required. Install"

Select Install to reinstall Gaming Services, once installed check again

It is formatted as NTFS, and I have in my settings that all new apps will download to my bigger drive

That's really odd...
Let's try something, please create a new local administrator user in your PC and check if there you're able to select the desired drive

If that doesn't work try creating instead a new NTFS partition and see if you can select it as where new content is saved and also via Xbox app settings

It still wont let me download anything to my D drive. even in the settings when I select the D drive i get no option to select a folder with it like I do with the C drive. I'm also on windows 10 if that has anything to do with it.

Please double check first if the desired drive is already formatted as NTFS (It's a requirement)

Open file explorer > my computer > right click on the desired drive > properties > next to file system

If everything looks good there, can you double check if the drive appears ready to be selected via Windoes settings > system > storage > advance storage options (only windows 11) > where new content is saved > under Apps
