Trouble with setting up billing information/Downloading games.

So, I'm trying to download a free game on my Xbox One (Mirrors Edge with GwG), but it tells me I still have to enter in payment information into my account before I can download it. I enter in a credit card into my account, and proceed to download the game
yet it still gives me the same message. I receive no errors when I try to enter in information, and it shows up perfectly fine in the billing account screen. I have checked thoroughly many times to see if the information is correct, yet it still doesn't work.
I've also tried to add a PayPal account, which still doesn't work. The message is "This purchase channel requires a billing account. Please add a valid payment instrument. You will not be charged for a free item".

I'm sorry this is happening to you but it shouldnt be an issue. Everything you use to purchase on an xbox 360 console should be directly linked to your microsoft account. If that is in the correct region NZ and you have payment options
already connected to this account, this is the same payment option provided for your xbox 360. Of course you can try to add a payment option through your xbox 360 but its the same thing as logging into your microsoft account on a PC and adding a payment option
there. It is synonymous.

The marketplace and all of the Live system is supported by all of the countries I send you the link to in my other post. The 9 countries I originally mentioned are just countries that have recently been added to the list of supported countries. Since they're
new, they have a tool that will allow the people in those countries to change their account's region, but they are the only countries who can do that.
