Trouble with gamer pic

is there a reason i cant change my gamer pic? I was temp banned on my main account, but im not sure if that has a cause in why i cant change it. I have my other account and i also cannot change the gamer picture even though i didnt get reported or anything
like that. I dont know why its doing this, and if anyone has a possible solution, lemme know. I am above the age of 18, so that also cant be why.

Like others have said, this is currently turned off right now due to such high network demands. I'm sure the feature will return once things get back to normal, whenever that may be. It's the top notification on the main Xbox Support page.

Xbox has turned off custom gamerpics and some social features in order to preserve broadband and consolidate staff. They're trying to maintain as much of their normal service as possible, but are swamped (like other gaming services) with the huge influx
of players, so some things are being disabled to help deal with that. You will get an error message no matter how you try to upload your gamerpic. However, you can still do an avatar gamerpic or change to one of the preset ones.

You should try changing your profile picture on either the xbox app or website. You could also try restarting your xbox and seeing if that works.
