Trouble accessing DLC on ONE gamertag

So, i have been an owner of an xbox one for quite a while. The game and DLC in question is for Forza Horizon 4:

On my original Xbox One i had MY gamertag: (we’ll use letters to keep things straight...) “A” since moving in with my girlfriend and her boys we had added gamertag “B” for my girlfriend. And since fortnite came out her son had been using my “A” gamertag
(which is the owner of the Gold membership)... and since he started using “A”... i created “C” gamertag for myself.

We could all use the gold, and all dlc (car pass, expansions, etc...)

since we got her son a NEW xbox one S... and i put gamertag “A” on the new console. So he could play his fortnite, however... my girlfriend and i use the original xbox one with gamertags “B” and “C” while playing FH4 gamertag “B” cannot access car pass cars
or fortune island expansion (which she could prior to getting the new xbox one), but gamertag “C” can access everything. Gamertag “A” does not play FH4 on the original xbox.

she wants to be able to access the cars and expansions as she did before we got the new xbox.

Clear as mud?? Any help would be excellent! I’ve tried a few things with no luck. Please help!!

The original is set as Home with the “A” gamertag.

again, “C” CAN access these features. This is why it is confusing.

If the content was purchased on account A, that account would have to set the original console as its Home console in order to share the content the way it original was. https://support.xbox.com/en-US/games/game-setup/my-home-xbox

Not all DLC is available via the home console sharing feature.

We understand that you're experiencing an issue concerning the inability for your girlfriend to play a specific DLC for Forza Horizon 4.

Was this DLC originally purchased through your account on your Xbox One console? If so, we would suggest that you set up your account as the
home console on the Xbox that is used by both you and your girlfriend.

Try this and let us know if this works.

@ccotto87: You are absolutely wrong on this. Each piece of DLC is licensed to the console and to the gamertag. The console license allows all gamertags on that console to play the DLC. The gamertag license allows the content to be played by that gamertag
on any other console as long as it is signed into XBox Live and ownership can be verified. The one major exception to this is avatar content as this is only licensed to the gamertag and cannot be shared across multiple gamertags.

If you are having trouble accessing content from multiple gamertags on a single console, you have probably changed consoles (possibly gotten a repair) and need to perform a license migration (www.xbox.com/drm) in order to allow other gamertags to access
the content or play DLC offline.
