Transfering Xbox games to PC (Specifically Steam)

Hey dont know if this will get responses but its worth a try. Ive been wanting to ask this question for a while. The question is, am i able to transfer a game i bought on xbox to a pc without paying for it again. I looked at other peoples question about this and i came across a question asked similar to mine. The persons display name was Torquise. Torquise pretty much asked the same question and of course got some responses. I learned about the Xbox play anywhere thing and the whole license stuff. Now one of the repsonses from the staff said that it depends on what game your playing. Torquise replied with Call of Duty Black Ops III, which also is the one im asking about. The reason why is because of the whole custom maps for bo3 that was only available for PC. Anyway back to Torquise, the staff member replied saying that bo3 was not supported with the xbox play anywhere which was something devastating to here because i had to pay $100 for the season pass because you couldnt buy bo3 by itself on the Xbox Store. But a thing that lifts my hopes up is that the post was made in January 2020. Im hoping that over a year maybe somethings have change where bo3 can be a play anywhere title. Sorry for making this so long i just dont want to have spend money to buy a game on a seperate device to play custom maps.
