Is it possible for me to but Elden Ring on Xbox then download it to my PC through the Xbox app?

Unfortunately, Elden Ring is not part of the "Play Anywhere" program, which means that it can't be downloaded on PC using your Xbox license.

to add, elden ring is not available on the windows store or xbox app on pc, you have to get it from the likes of steam or elsewhere.

No, it's not a Play Anywhere title, you would have to buy the game again if you're wanting to play it on PC

Elden Ring is not even sold on 5he PC store

You will find that no games are transferable between platforms, which includes PC online stores like steam or epic.
