Which sounds like you have done, then the only option left is to contact Xbox Support via Phone (or Chat) at
http://support.xbox.com/contact-us

If you have any details from any past purchased or payment options on that account then it could be helpful to have them ready/available when you contact Support. If they can't help you then I'm afraid the only option that might be left is to create a new
Xbox Live Account.

Please know that you have reached the Xbox gamer community and we don't have access to the individual account. I would suggest trying these steps and see if you can reach the Xbox customer support for them to further assist you with this issue

Please go to https://support.xbox.com/en-US/contact-us

Then click on "Contact us" > Account and Profile> Then choose I need a Microsoft account> Type Account> Click Next> Click on See contact options> Select from there, it should show you the option to chat with them or request a call.
