Tom Clancy's The Division 2 punch card not working?

So I bought the digital game on the Xbox store on my Xbox and it and when I go to the purchase box, it goes to the store and shows I have it downloaded and installed yet go back and it won't complete. I purchase the game on March 17th and the rules state
it must be between March 15th - April 12th on the Xbox in the Microsoft store. Why does my purchase not count?

Try performing a hard reset EXACTLY like this. Hold the power button on the console for 8 seconds or until the power shuts down completely.
Unplug the power cord from the back of the console for 5 minutes.
Plug the power cord back in and restart the console.

order history for the transaction and make sure it is listed as completed. Also, you may want to check your "Messages from Xbox Live", usually promotions like this acknowledge the transaction via message there.
