I'm afraid it's not possible to move or copy games, progress, achievements etc from one Xbox Live Account to another Xbox Live Account.

if that can be used that will only result in the other Xbox Live Account being able to play the games.

License Transferring does what the name says, it transfers the licenses of games to a different console. Transferring 360 games will not work with Xbox One's BC, it will only work with the account that they was purchased with.

I skipped a few words but what i feel like i read is you got 2 different accounts 2 different Xbox and pay for 2 gold you could set the account with gold as home Xbox on the main Xbox so every time you buy a game app or membership on the main Xbox and sighned
into the account set as home Xbox for the other one it will transfer to the other account and both will have the item

I wish I knew a solution, but there isn't any ability to transfer just one game to a different console, and no way at all to transfer a game from one account to another.
