Contact Support for further assistance.

Try this:

• Log into Support.Xbox.com
  
• Scroll down, Click on Contact Us
  
• Step 1: Click on Ask a Question
  
• Step 2 : Select your Product
  
• Step 3 : Select your Issue
  
  • Select – Call me back

I'm not sure I quite understand what it is that you are trying to purchase. Are you trying to purchase an Xbox Live subscription?

If this error comes up when you try to make the purchase this could be due to a past due balance, or a suspended subscription.

I implore you to check the
Services & subscriptions page and make sure you don't currently have a subscription.

If this is not what you were talking about, please, I encourage you to elaborate a bit more on the matter so we can better cater to you.

If is not due your balance, may it be because your region.

Try again but in a PC, and check your balance in your profile, payments and bill.
