    If you are not able to access ID@Xbox you could always join the
    Xbox Live Creators program     and then transition to ID@Xbox program at a later point.

    BIG UPDATE: This problem has been finally fixed!

    After several months of trying to get the attention of Xbox Support, Xbox, Major Nelson, etc. on Twitter (and going through troubleshooting with XB Support again a couple of times), two days ago Xbox Supportability Program Manager Andrew Crews saw one of my tweets and replied to it. I gave him all the details about the issue, and just a couple of hours ago he replied that the issue was fixed for everyone!

    Of course, I ran to my 360 to check for myself and, lo and behold, here's a screenshot after finally being able to transfer my licenses:
