Hi, in this case your console needs to be inspected and repaired

As Microsoft no longer repairs Xbox one consoles I can advise you to get repaired the console in the closest authorized retailer or where original parts are used

My TV turns on with my xbox one without even setting it up... i believe a signal is being sent through the hdmi cable

It sounds like you may have to try doing an Offline System Update, aka OSU1. Go to the webpage “I need help with system updates on my Xbox One” and click
on "I NEED TO UPDATE MY CONSOLE OFFLINE". Follow the step-by-step guide to do a complete system update. It's the closest thing to out-of-the-box new. Xbox Ambassador Scrtch has a very good YouTube video on how to do an OUS1 at Scratch Plays. Just search for
"Fix Xbox Stuck on Green Loading Screen". However, there still maybe one issue here. To start the OSU1 update, the Xbox One "Troubleshoot" screen needs to work, i.e. not frozen.

been having the same problem on my son's system since last weekend. got it to work a few times, but very intermittent. I did an online chat, but they just told me to do everything I had already tried. now today, it booted up and is stuck on the green screen.
