It's currently limited to those in the Insider program. It started with the Alpha / Skip Ahead rings, and recently expanded to the Beta ring.

I would definitely be down for this, I hope this thread draws attention. I am proud of my Ambassador badge and would love the Insider program to be another notch in my digital Xbox belt.

Because only a very, very few people will financially benefit from being a "hardcore gamer". It's recreational. It's like someone saying they are a Hardcore TV Watcher. Is that to be proud of? Well...not really. It's a recreational thing. It's not
going to bring you fame, fortune, better your life.

If you read this article E3 2019 recap it clearly states, no more backwards compatible program for the Xbox One. The backwards compatible
team are working to ensure everything that works now, will work on Scarlett. It is now all about bringing backwards compatible games to the next generation of console.
