Sometimes, gifts sent to someone through the Microsoft Store or Xbox Store may take up to 24 hours to arrive. It's advisable to wait for this period.

If after this time your friend still hasn't received the gift, you can check your purchase history by using the following link:

https://account.microsoft.com/billing/orders/

From there, you can find the gift code and manually send it to your friend so they can redeem it.

When you choose the item you wanna purchase there’s an option to gift it. You put in his gamer tag or email address and your present will arrive

Which game was it that you pre ordered? If it was one that's still a way's out from release then you may not have been billed yet. Pre ordered items are only billed within 10 days of the game's release. For example, if it was the new Harry Potter game then you shouldn't have been billed for it yet.

As for the gift you purchased it's possible that it may take a couple of hours to arrive. Please have the person you purchased it for check their Xbox Message Center for the code.

Not yet no. They purchase hasnt been completed yet. Even when the purchase is complete this sort of problem would still be handled separately by their own support separate from Xbox support.
