You could also reset your router by unplugging the router from its power source for 60 seconds. Then, plug router back in until all of the lights reappear. Lastly, restart your console. Hopefully, once you’ve followed these steps, your issue will be resolved.

make sure you do not have NAT problems (it is configured in the internet option) and that you have the privacy settings to do it, as an additional note restart the console but first disconnect it or it could be that xbox live has problems (you can verify
it on the official page )

The party chat as the the multiplayer part for games need servers. For this you need people who take care that they are running perfekt, the servers itself cost money and much more. This is why you have to pay for the service. You could always check online
for deals on gold or join the reward programm. There you could make points for free and could exchange them for subscriptions for example.

Like the others have mentioned this could be your NAT settings, open is best for multiplayer. Here is a helpful link on how to adjust your

Make sure your NAT type doesn't prevent them joining.

Try performing a hard reset EXACTLY like this. Hold the power button on the console for 8 seconds or until the power shuts down completely.
Unplug the power cord from the back of the console for 5 minutes.
Plug the power cord back in and restart the console.
