the page that change the gamertag wont open idk why

Which page are you trying to open to change your gamertag, and which device are you using? Console, PC, mobile? Do you see any error messages?

Try changing the gamertag using a web browser on a different device:

1. Sign in to your account on xbox.com with the Microsoft email address and password that’s associated with your Xbox profile.

2. Select Play from the xbox.com navigation bar.

3. Select your gamerpic in the top-right corner of the screen, and then select View full profile.

4. While viewing your Xbox profile, select the edit icon next to your gamertag. (Or you can go to Settings > Account > Change gamertag.)

all of it are set to the Philippines. so idk why it wont let me change my gamertag.

On the far bottom left hand side of the gamertag website, change the region to Canada. That page likes to open to US by default.
