The Outerworlds has two instances running and using high GPU and memory

Without knowing more details on the game, your best bet would be to just reboot your PC to make sure any rogue processes are killed off.

I'm on xbox and play this game. Ad I do the fan kicks in really fast an quick like its using more . I have plenty room around and unlocked vents .

No because you have no idea what you're talking about. That 8GB of flash memory on xbox one is probably for storing the OS. Nothing is going to be cached there because 3GB is way more than the ~250MB of RAM windows 8 occupies. What makes the perceived memory
differences equal seems to be hard to understand in words, so here's a picture. Here's the PS4:

Simple, just 8GB of high speed RAM. Everything has to compete for that 176GB/s of bandwidth. Here's the xbox one:

A bit more complex. Like the 360, the xbox one's GPU has a dedicated pool of high speed memory to use for bandwidth intensive tasks, like the framebuffer and post processing. This keeps that traffic off the system memory bus, although the GPU will use some
of that bandwidth as well for textures and stuff. For what fits in 32MB of memory, a 1080p framebuffer only takes about 20MB, leaving another 12 open for other tasks.

There are two reasons for this phenomenon: 1. Insufficient video card memory or GPU problem; 2. Insufficient network bandwidth, which theoretically requires 200G bandwidth to run the game properly.
