    Xbox Rewards is not available in Finland. Changing your region to try to bypass that can get you banned from the Rewards program.

    This is true. The Microsoft Rewards app on Xbox is replaced by the new Rewards hub. Xbox Rewards will remain part of the Microsoft Rewards program, and all points you earn on Xbox will continue in other parts of the program.     No longer getting Game Bar notifications

    To find the new settings for Achievements and Rewards notifications bring up the Xbox Social panel in Game Bar and click the 3 bars options icon top right - but this doesn't fix the issue either.

    Suggest using the Feedback Hub to report the problem.
