Remove the game and launcher, from Mojang website download launcher and install. In the launcher login with your Microsoft account, after that you will be able to download Minecraft and Java Edition through the launcher.

You're welcome. Did this error message appear when you tried to install the game via Microsoft Store or Mojang launcher? Could you follow these steps and try to install the game via the store or launcher again?

Check for updates on Windows Update, update everything including optional/additional updates.

1. Logout from Xbox app and Microsoft Store app

2. Look for the Xbox app and Microsoft Store app in the Windows menu, right-click, click app settings and then click terminate, restore and reset. Do this with the launcher too.

3. Clear the store cache type ''wsreset'' in the Windows bar, run as admin, and wait for the screen to close and open the store automatically.

4. Open the Microsoft Store app, click on the 3 dots in the upper right corner>downloads updates>get updates and update everything.

5. Restart your PC, log in to both apps and see if that solves the problem.

I did what you suggested, but no luck. Same issue with AoE IV (no error message). I tried uninstalling and reinstalling MS sudoku and MS Mahjong and was variously getting error messages 0x80246019 and 0x80248014 (and when trying to update other installed apps). So I went down both those rabbit holes and did:

1. Run the WSReset script
   
2. Run the App troubleshooter
   
3. Disable Windows Firewall
   
4. Run the SFC scan
   
5. Repair Microsoft Store
   
6. Check Time & Date
   
7. Reset Microsoft Store
   
8. Disc CleanUp -> Clean system files and Temporary Windows installation files.
   
9. Ran the commands and scripts listed on

This got everything in the Microsoft store store working again. Except for AoE IV, which still has the same issue. I select the target drive and it reverts back to the ready to install screen. But I can update and install new apps fine (other than AoE).

When I purchased AoE IV Pre-order, I was behind a VPN (albeit with an exit node in my country, Australia). I have disabled it to try to resolve the issue, but could this somehow have affected the purchase? Or, is it potentially not installing because it was purchased as a pre-order but not installed until after the release date? Everything else in the Microsoft store seems to be working fine. It's just AoE IV won't even attempt to download and doesn't throw any error messages.

Is there a way to reverse/cancel/refund the pre-order game I purchased and try to purchase the AoE IV + 4k HDR Video Pack package (which is the same value) but I do not 'own'?
