the Hunter: Call of the Wild - New DLCs not shared across family accounts

We have been playing the Hunter: Call of the Wild for a few years. In the past we have purchased all DLCs for the game on Account A. The Player would log in on account A then if my son or I were playing switch to account B or C. All DLCs would be available to accounts B and C. Recently we purchased another package of DLCs on account A. These DLCs show up as available account A, but B and C do not see the new packages. All three accounts can use the DLCs bought prior to December. We found the setting for 'Make this my home XBox' and it showed up on accounts B and C.

We have since bought a new XBox so we can play together, but only the account A and the XBox designated as A's home XBox (account C) can see the new DLC. Account B can see all the prior purchased DLCs, but not the newly purchased December DLCs. Even if I go into the store on account B, it shows all the DLCs bought prior to December as Installed and the Dec DLCs with a price to purchase.

How do I get the new DLCs to show up on account B logged into the XBox not designated as account A's home?

I am not sure how that was possible before, but you can only have one home Xbox at a time.

According to this:

"Important You can download, play, and share your digital games on any Xbox console without having to switch your home Xbox. This is handy if you have a second console or play on a friend’s console. Everyone can enjoy your games if the console is online and everyone is signed in to the Xbox network."

Following this logic, in theory, if you set Account A as the home account of Console B, and add Account B and C to it, all of you should be able to access the contents.

On console B, set either Account B or C as the home one, and sign in with Account A as a secondary account.

This should work.

Contacted the publishers, somehow it had flagged account a as having them, but never installed them on the Xbox. The following steps fixed the problem.

Highlighted the game
Press menu
Choose 'Manage game and Add-Ons'
Select the Game (first option)
Check the items which have not been installed

As I stated above even before we knew about the 'home xbox' setting it was sharing DLCs across accounts. It still shares the old DLCS, but is not sharing the new DLCs we bought in the last month to account B. We have two Xboxes and the new xbox has been tagged as Account As home, I want to play with account B on the old XBox which used to allows us all DLCs without it being the Home for account A.
