the console does not turn on

Can you please follow all steps of the
Xbox One Will not turn on support guide if after complete this the console will still not power on I would advise you to return it to where you purchased it from and have them replace the console for you.

The first thing I would recommend trying is to remove the consoles power cable from the wall outlet for waiting for two minutes, whilst waiting please remove and reconnect the power cable from the console and power brick to ensure they are both secure then
reconnect everything and attempt to power up the console.

Are you sure there isn't any downloads going on in the background? It usually takes a little while for the xbox to turn completely off. It syncronises data with the cloud etc, but if you have started a download, it might go on for quite a while. You will
then see the green light in the front flashing once every few seconds. It's supposed to be that way, and no reason for concern

Would you happen to have anything connected via USB?

This should normally happen if you have a controller charging... and probably a headset too.

Cloud Saving and/or background downloading, then your system will go into a low power mode after you turn it off and make sure that your games get uploaded to the cloud or finish up any downloads you have running. The green light on your power button should
wink about every 4-8 seconds.
