"A few of the things you can check while entering the details:

> Enter your name precisely as it appears on the card. Only include your middle initial if it appears on your card.
> If this is a company card, enter the company name as both a first name and last name. For example, if the company name is "Contoso Shoes" split the company name into the first and last name fields.
> If the company only has one name, for example, "Contoso," enter the company name in both the first and last name fields.
> If you are asked to enter the address and it exceeds the Address 1 field, use the Address 2 field. Do not shorten or abbreviate your address.
> The card number and type cannot be edited, so if you make a mistake, you'll need to add a new one with the correct information. Other credit card information can be edited, such as billing address and expiration date.

Kindly sign in to account.microsoft.com > go to Payment and Billing > Address book to update your Billing information.

Also, check if your Xbox Live region matches your billing address by signing your account on account.xbox.com > click on your gamer picture > click the 3 dots symbol > Xbox settings > then Xbox 360 region.

NOTE: Do NOT change the region yet as this will cause your account to undergo an account migration. You won't be able to change your region for 90 days.

It says the info doesn’t match. I entered it multiple times and it didn’t work. I am also using a Visa debit card

Generally this error is encountered because "you have entered an incorrect billing address or postcode that doesn’t match the billing address or code used by your credit card company."

Are you able to make sure these match?

yes, the one in the subject: "Error entering payment method: Check the info you entered. It doesn't match the info for this card". I used those credit cards in dozens of sites and worked fine. Only had issues in microsoft

Since Latvia is not supported by Live, your account region is most likely set for a different region. Since the credit card wouldn't match that region, that could be a possible reason.
