The achievement can’t be completed

If your achievement is still locked, I suggest to wait a full 72 hours and then check on Xbox.com or your Xbox One console and see if the achievement shows as unlocked. In the meantime you could try to do a complete sign-out and restart the device then sign-in
again and see.

I used to be a hardcore achievement hunter especially when I was in undergrad and had a gamefly subscription! Now that I can’t play every game that comes out or spend the time to complete them I’m more selective with titles I choose to complete. Needs
to be fun and a game I plan on playing long-term.

As per checking the Xbox Support site here's what was mentioned:

"After you complete achievements and challenges on your Xbox console, you can claim rewards and raise your gamerscore. To successfully unlock achievements and challenges, make sure that the following are true:

You’ve completed all the required elements to unlock the achievement.

Your console must be connected to the Xbox network. To complete challenges and unlock achievements, your Xbox console can’t be set to offline."

Also, it is stated as well that "If you completed the requirements to unlock the achievement on your console, but it doesn't show, it might not be synchronized with the Xbox network. Allow up to 72 hours for this synchronization to take place"

Just make sure that you're connected to Xbox Live when you completed the achievement.
