Teredo is unable to qualify - I've tried EVERYTHING...

Xbox app on my PC says Teredo is unable to qualify and that my server connectivity is blocked. So i can't play with my friends on Forza Horizon 4. I can't find any sites that I can download back onto my PC. The internet swears it's impossible to not have
it but I CAN NOT find it ANYWHERE.

My command prompt shows this stat for Teredo:

Type = Disabled

Server Name: win711

Client Refresh Interval: 20 seconds

Client Port: unspecified

State: offline

Error: none

Anywho, Command prompt netsh interface Teredo set state disable and then
netsh interface Teredo set state type=default does nothing.

Teredo is also NOT under Device Manager > Network Adapters (Even with show hidden devices)

Device manager > action > add legacy hardware > next > install manual > network adapters > Microsoft > Teredo is supposed to be here but it IS NOT.

Restarting IPHelper does nothing.

I'm literally stuck and super disappointed that I can't play online. There has to be a fix somewhere. PLEASE... PLEASE help. Thanks.

Teredo is a networking protocol that’s used to establish secure communications between clients and servers, and to facilitate connectivity between devices behind routers that use network address translation
(NAT).

Failure to obtain a Teredo IP address can occur when there’s an issue with your Teredo adapter, when a device on your network is blocking the Teredo protocol, or if there’s software installed on your PC
that’s disabling Teredo functionality. Without a Teredo IP address, you’ll be unable to use party chat or do multiplayer gaming on Xbox Live.

Note The Teredo IP address is only necessary for Xbox Live party chat and multiplayer features. If your game doesn’t use the Xbox Live service, consult that game’s support site for help
on chat and multiplayer issues.

I did solution 1 and nothing. I did solution 2 and nothing. I did solution 3 and nothing. I didn't do the ASUS Game First Service as it does not apply. I did solution 4 and nothing. I did solution 5 and it changed my Server name from win711 to default. I
skipped Solution 6. I can't really do anything for solution 7. I do not have Apple nor Fritz. Solution 8 doesn't apply to me? I don't have/use a VPN.

Edit: I just did step 6 - the command prompt notepad.exe c:\WINDOWS\system32\drivers\etc\hosts and edit > find > "win10.ipv6.microsoft.com" and it was not found.

Does this mean with a Forza Horizon 4 update it will fix the issue?

Or am I screwed until a miracle command prompt happens?

How long do I have before I can't ask for a refund? I've tried everything on my side and nothing works. $60 for single player game is ridiculous.

I've been troubleshooting and problem solving over 4 hours.

Forza's Support Page in order to resolve the issue. The details of a refund must be discussed with the
