Switch admin to child account and create new admin account?

Adult accounts cannot be changed to child accounts.

No. Nothing can be transferred between accounts. He'd either need to continue playing on your account, or you would need to create a new child account for him and he would need to start over (ultimately, that's going to be the best option for later in life).

Unfortunately none of that worked but what did work was creating a new local admin account, signing into xbox on there and installing the game from that profile. During the download I switched back to my main account and it was working.

You can also change the settings on Xbox One once the child has been added to the Admin account family. Just have both accounts signed in, while under the Admin account go to Settings > Family > Then choose the Child Account to Manage Settings.
