Swapped HDD, Transferred Content, cant use any of my DLC now unless Im ONLINE

I believe I did everything correct in regards to swapping my 250gb HDD with a 500gb HDD & then transferring my data (I didnt use the cable as all stores were sold out so I had to use the 16gb USB drive) yet NONE of my DLC/Arcade games will work now
if I am Offline. Being signed in to my gamertag/profile makes no difference, I cannot access any DLC unless I am ONLINE. Not only that but 5 of the games I had bought online are now "greyed out". I spent a couple hours on the phone today with Xbox support
but none of their answers accomplished anything other than another one of my games becaming "greyed out" making the total 6. They had me clear the cache, delete & redownload my profile, delete & redownload some games but nothings
improved. Ive had this console (the Halo Reach Edition) for years & Ive only ever had 1 gamertag. All my content worked fine before I transferred (done according to M$ instructions on how-to) And now I have 200+gb of content I can no longer access unless I
am online. Sorry, just frustrated. Also, the same problem happened to my girlfriends son when he put a 250gb HDD in his 4gb Xbox.

Will re-formatting my new 500gb HDD & redownloading everything help? Will a license transfer help or possibly hurt? (I only swapped HDD's) Please someone any info? Even if you could walk me thru the steps in order as maybe I did something wrong? Sorry
I'm just frustrated.

I'm not able to use my DLC on my new account

I have purchased on all Call of Duty: World at War DLC when they came out, I use to play them on my old XBOX360 but now I have the new XBOX Slim and I transferred everything from my old HDD to my new XBOX's HDD. My problem is that none of my DLC content
which I downloaded from any game wasn't transferred, such as all three Call of Duty: World at War DLC, I have downloaded them from the account I downloaded them from again since I already purchased them but I can't play them on my new account, the account
I downloaded them from has now go onto a Silver Membership so I can't use that account but I should be able to use the content on my new account since it's on my HDD, could someone please tell me the problem here?

Transfer data question.

I have searched around quite a bit, but have not found any information directly answering my question. Not sure if I am searching the right way.

But anyways... I will give the run down.

I have 2 360's. One of them is an offline unit (for kids). I will connect my profile to it online on occasion and purchase games or dlc. I know this content is married to that 360. However, I am looking to upgrade the harddrive in it from a 120GB to 320GB. Now, my question is. If I use a transfer cable, will the new harddrive affect the married content and making it where I have to log into my profile to use that content, or will it transfer the console license with it and it will work as normal?

I am trying to avoid having to use my profile on the kid's console to use the content I purchase with my account.

Not sure if I explained it correctly.

 

So License Transfer should fix your issue. If you don't license transfer as well with a new hard drive you experience all the problems your describing, So go ahead it will most likely fix your issue and even if it did not it will not make your issue any
worse at all.

I found articles saying that license transfers are only necessary for switching content to a new console, not just swapping hard drives. Im even more confused now.

 

So Deleting the content and re-downloading it might help but first I'd go to accounts.microsoft.com to make sure the purchase where carried out with that profile. Just to be on the safe side before you delete the content. If you can see the purchases there
go ahead and delete them and then it should give you an option to re-download. On another point can you give me the name of one of the games that you said were greyed out ? cheers

 

I looked at the accounts.M$ & there are so many missing purchases its ridiculous. I'd say maybe 50% of the stuff I've bought over the years was listed. All of my content appears on my download history so I re-formatted the new HDD & I am re-downloading all
my content. So far this seems to have corrected the issues re "greyed out" games but theres still more downloading to be done.

All of my content was bought using the same profile as I've only ever had just one (I at one point had an original Xbox 360, then an Elite & then I got my Halo Reach Slim 360 & I never had any issues transferring content). Now I simply swap HDD's & I'm
out who knows how much $$$. I've contacted M$ & they said my complaint has been "escalated" & that I should get a response in a week. I really hope they can fix it or my plans for a BDay XBox One will be cancelled.

 

Ok it's been over 2 days of re-downloading all my content (not the fastest internet) but I think I got everything, though none of it will work unless I'm signed in to xbox live. For anyone interested I'll post more if/when I hear back from M$. Thanks all!

 

So I called M$ "support" was on hold 30+ min. Used their instant chat feature instead & was told that my issue was "de-escalated" & that Id no longer be receiving a call from their "T3" people. Wasnt told why. Great job M$. Been using you system & buying
your games since the original xbox. I buy new games, official products, & now Im out hundreds of $$$ if & when Live goes down.

 

Yet another hour spent on the phone with M$ support only to be told there's nothing I can do other than wait 4 months & try the License Transfer function again even though it didnt work the 1st, even tho I was told it wouldn't do anything anyway as I didn't
switch consoles only HDD's so.......the customer service rep told me to do something that technically shouldn't do anything. THANKS!!! If it works GREAT! If not my 360 is becoming a doorstop & I'm done with M$.

 

More hours & emails spent with M$ tech support. Spoke to an "escalation analyst" today who told me she applied a "manual license transfer" & that all I had to do now was re-download the content & all would be fine. Guess what? Not true. If I am NOT connected
to Xbox Live I cannot play my games even if I am signed into my gamer profile. AND even if I AM signed into my profile but NOT into xbox live I am told that I am not signed into a profile by games like Dead Rising Case West. Unreal.

 

After providing proof that I own a number of the XBox Arcade games that no longer work without Xbox Live I was told by the "escalation specialist" that there's no record of me having ever bought those games because they can see all my purchases on all my
consoles. So....WHAT WAS THE POINT OF ME SHOWING PROOF?? Goodbye XBox, Playstation Content has given me ZERO issues in all the years of swapping Hard Drives & even transferring content between portables.

 

After months of back & forth with Microsoft Customer Service no reason for my issue could be found. It still remains an issue. I have tried to contact the companies that make the Dead Rising & the Alien Breed games but have had no response. Xbox customer
support did try to help but the fact tgat there was no fix is an issue with DLC/DRM etc etc.
