To view your billing info at commerce.microsoft.com, once you log in, just select "Payment Option" at the top of the screen.

As for the account security, I would suggest you change your password, and make sure all your proofs are up to date and valid. Here is how to Add and

Then you must update your proofs

Like your drivers license you should always keep your personal info upto date

I do so every 6months even my password gets changed every 6months

The verification servers are bugged. Verification emails aren't being sent in timely fashion, either

I would check to make sure everything on your account is up to date by going
here.and clicking on Security Info. Update the information and that should resolve your issue.
