Yes, you can set up your Microsoft account to require the use of the Microsoft Authenticator app every time you log in from a new location. Here's how:

Log in to your Microsoft account at account.microsoft.com.

Click on "Security" in the navigation bar at the top of the page.

Scroll down to the "Advanced security options" section and click "Get started".

Follow the prompts to set up two-step verification using the Microsoft Authenticator app.

Once you've set up two-step verification, click on "App passwords" in the "Security" section of your account settings.

Generate an app password for each app or device that doesn't support two-step verification.

Finally, under "Two-step verification", select "Always require your secondary authentication" to ensure that you always have to use your Microsoft Authenticator app when logging in from a new location.

Yeah same thing happened to me as well. I logged out because it was having trouble signing in/connecting to XBL services. I thought logging out and back would help, but now it's stuck on the splash screen trying to load. The same thing has happened with the Xbox app. Xbox app on Android is now stuck in a login loop.

Apparently, two step verification is very finicky. Here is what I mean. When I log into my Microsoft account on my desktop, where I enter my password there is also an option that says other ways to sign in. I click that and choose use authentication app. I then verify my sign in and now my Xbox will ask me to verify my sign in with the authentication app. However, when I sign in to my Microsoft account with my iPhone, where I enter my password, there is an option that says, use authentication app and not other ways to sign in. So I click on use authentication app, and verify my sign in. Using this method makes my sign in with my Xbox skip verification. Why is this? BTW, when I use my iPhone to sign into my Microsoft account, I am using Safari.

If you're trying log into an Xbox 360, which I think is the case, since the Elite model was a 360 model, you will likely need to use an App Password to log in.

Even after removing the Two Factor Authentication, the 360 might not know that and still require the App Password. I would recommend turning two factor authentication back on to secure your account more, which is important, and the app password will still
allow you to log into the device.

Your best bet to avoid this login loop is to refresh your account authentication through a web browser. On your phone or a computer, go directly to the official Microsoft Account website (account.microsoft.com) and sign in with your Xbox email and password. Be sure to complete any security actions it asks for, like entering a verification code sent to your phone/email or accepting new terms. Once you have successfully logged in on the website and cleared any pending prompts, your account's authentication will be refreshed, which should fix the login loop and allow you to sign in to the Xbox mobile app successfully.
