I got this problem today. Only changes were updated Xbox app to 9.9.xxx and update to NVidia GeForce experience.

Uninstalling GeForce Experience so far seems to have worked.

So about 80% of the times it seems to be working for me now. However when it does work all of a sudden the image freezes. I can hear the sound goes on just fine, but the image is frozen and all other videoplayers and whatnot gets real choppy.

This lasts for maybe... 30 seconds or so I guess and then its back to normal again.

Seems every time I get these issues I can see the following error in the logs:

Getting exact same issue in Full Screen no matter what video setting I use (Very High, or High). Didn't start happening until the 9.9.1 update.

Uninstalling Geforce Experience seems to have fixed it for me. Managed to play for about an hour without any freezes where it was freezing constantly before. Just reinstalled it again and will try later today to stream some more and see if just re-installing
fixed it.

Hah you are right! From secondary monitor it works just perfectly on fullscreen.

I have the newest drivers for my Nvidia card. I actually almost think it happened at the same time I updated, not entirely sure however. But so far no newer drivers has been released for my graphics card.

Using a 980 TI at the moment.

As for the Game DVR problem, you need to make sure that your are playing an Xbox certified game such as Age of Empires: Castle Siege, Asphalt 8, Despicable Me: Minion Rush, Project Spark, etc.

I might have a few suggestions. Try updating your graphics drivers and if you're on a laptop, use the High Performance power mode. Also if you have AMD hardware and their drivers. The Xbox App needs to be in power saving mode in the switchable graphics application.
I had an issue like that.
