Digital movies purchased form the Microsoft store are only streamed to your console, there is no download option so you require a connection to view them.

On a Windows 10 PC you can use the Movies and TV app to download them for offline viewing.

Sorry to hear. Are you able to purchase from the Store app's Movies & TV section? We have released a newer version of the Movies & TV UWA app (that you can install from the Store - featured in Apps), that's the latest app that supports playback, etc. And
you should be able to purchase from the Movies & TV Store experience.

I can play movies I have bought pre preview update. Went to the Store, and downloading the movies & TV . I guess this is a different app than the app movies and TV?

Do you have the Movies & TV app installed?

You can still rent and buy movies in the store but need the app to watch them.

Thanks for reporting. If you haven't already, can you submit your issues via the Feedback app to investigate? And for clarification: purchasing and renting from the Store means going to the Store Twist in the Shell, scrolling down to the Movies/TV category
and trying to purchase/rent from there. That should work for everyone? We are replacing the old Movies & TV app with a UWA Movies & TV app that we just published to the Store, that's the app that you can use to playback what you have purchased and rented.
In the coming days, we will be migrating the old app to this new Movies & TV UWA app, apologies for the inconvenience this is causing through the transition.
